The fix, in short
Watch the cable end at the gearbox while shifting. Engine off: have a helper move the cockpit lever between neutral and forward while you watch the cable end at the gearbox. Only the inner core should move; if the jacket or its end cap shifts under the bracket, the clamp is not holding.
Clamp the cable jacket so it cannot move. Use the correct clamp/shim for the cable's end fitting, or replace the bracket. (This owner re-cut the groove; only do that if the bracket stays strong.) The jacket must stay fixed while only the inner cable moves.
Confirm full gear travel and test safely at the dock. Confirm the gearbox lever now reaches its full forward and reverse positions from the cockpit lever. Start in neutral and confirm the boat doesn't creep. Test forward and reverse at idle at the dock with lines doubled, the prop area clear and nobody near the shaft. Don't keep motoring with forward only half engaged; the clutch can slip and wear.
